    The Prefect

    Alastair Reynolds · 2007

Tom Dreyfus is a Prefect, a policeman of sorts, and one of the best. His force is Panoply, and his beat is the multi-faceted utopian society of the Glitter Band, that vast swirl of space habitats orbiting the planet Yellowstone. These days, his job is his life. A murderous attack against a Glitter Band habitat is nasty, but it looks to be an open-and-shut case - until Dreyfus starts looking under some stones that some very powerful people would really rather stayed unturned. What he uncovers is far more serious than mere gruesome murder...

BTW the latest Reynolds book set in that universe was just released: https://www.amazon.com/Machine-Vendetta-Prefect-Dreyfus-Emer... although IMHO nothing will ever beat Chasm City which is based around the alien nanoscale virus.

Or slightly more obscure, Jane Aumonier [1] from Alastair Reynolds' book The Prefect, who ends up with a mysterious scarab device attached to her spine that will kill her if she falls asleep, so she has to be kept medically awake for 11 years.

Funny coincidence, I'm reading The Prefect by Alastair Reynolds right now (literally). It has exactly what you say. People whose votes are vindicated get their votes weighted accordingly. They end up lobbied to but can't outright still their votes or their weights would go down.

Note that it disabled the exploit instead of fixing it, which still is a remarkable feat. I wonder if that could be exploited e.g. by exposing an light exploit from security feature you trick the software to disable a security feature that was stopping a more dangerous exploit, a la The Prefect by Alastair Reynolds.
