One could probably summarize it as having engineering leaders solve engineering problems is good, but they can very efficiently implement very bad social policies. Likewise having non-STEM leaders in charge of things like agricultural planning is also bad.
That said modern China is less socialist/communist than a weird state capitalism machine with a dictatorship.
One big difference to modern China vs USSR for example is instead of having 1-2 car companies churning out the cars the state demands, you have more of a competitive local government subsidized market. So they have 50+ car companies all competing in the local marketplace for sales, and eventually some good car companies have surfaced. This was never going to happen with Lada.
- Nope, you are spot on. The broad argument is "Engineers are in power in China, lawyers in America." I see the US as no different as when Boeing and McDonnell Douglas merged; everything about making and building takes a back seat to line go up. Well, you can't eat, live in, build with, or go to war with line go up. The stock market is not the economy, nor your industrial and manufacturing base. But it keeps going up, so everything must be fine, right?

- The larger issue, of course, is that eccentric individuals and niche special-interest groups are able to use the planning process and the legal system to jam up all sorts of infrastructure projects in America, from simple turn lanes all the way to high-speed rail. This is not the only reason America has trouble building infrastructure, but it is an important reason. See Ezra Klein and Derek Thompson‘s new book Abundance for a long-form analysis of this… or for a contrast with the US’s “lawyerly society” (and, of course, the disadvantages of leaning too much in the other direction) Dan Wang’s Breakneck: China's Quest to Engineer the Future that just came out.
Both are excellent books and will probably appeal to a lot of Hacker News folks with an engineering/builder mindset.
