Kolymsky Heights. A Siberian permafrost hell lost in endless nights, the perfect setting for an underground Russian research station. It's a place so secret it doesn't officially exist; once there, the scientists are forbidden to leave. But one scientist is desperate to get a message to the outside world. So desperate, he sends a plea across the wildness to the West in order to summon the one man alive capable of achieving the impossible... Fast-moving, exhilarating and starring a highly unusual hero, Kolymsky Heights is an unforgettable thriller with a spectacular denouement.
The Guardian has a short piece from 2014 that describes the plot. Great setup and a particular sort of cultural and linguistic skillset :
"Porter, however, is descended from Canadian Inuits, who remain – physically, ethnically and culturally – virtually identical to their Siberian counterparts, despite the decades-long political rift between the two."

Kolymsky Heights by Lionel Davidson
which Philip Pullman has described as "the best thriller I’ve ever read" and thought it was stunning in the audio version.
As an espionage chase against a (timely) Arctic landscape, with a can-do engineer/academic as hero, I reckon it will appeal to a lot of HN thriller fans.
