Video of the March 2014 Senate Defense Subcommittee hearing on National Security Space Launch programs. Elon Musk of SpaceX testifies alongside ULA's CEO, a GAO official and a policy expert, on launch contracts and Russian engines.
HN points to it as an entertaining and informative look at the SpaceX versus ULA rivalry.

I watched a senate hearing where Elon Musk squares off with the ULA. It's awesome. One great quote is where the ULA says Space X can't handle the missions. Elon responds. If our rockets are good enough for NASA, they are good enough for the Department of Defense. this video
This is good context this video for the tension between ULA and SpaceX - it's also nice before an election to checkout the hearings on CSPAn to get a better understanding of the type of people being elected...
For those interested in this topic, I found the following Senate hearing to be quite entertaining: this video Elon basically going head-to-head with Michael Gass from the ULA and holding his own quite well.
Elon Musk explains it in this answer to Senator Shelby. The whole committe hearing is interesting, but your specific question is answered at 53:02 in the video, which I link here: this video
> As for politics and sanctions against Russia - this is quite different subject, almost completely unrelated. Considering the funding for these missions comes from the U.S. Congress, the matters seem pretty tightly coupled. It was sure a topic of conversation when Elon Musk and Michael Gass (ULA CEO) testified before congress: this video
