    Ghettoside

    Jill Leovy · 2015

Why would you kill your neighbour? Based on the best part of a decade embedded with the homicide units of the LAPD, this groundbreaking work of reportage takes us onto the streets, inside the homes and into the lives of a community wracked by a homicide epidemic. Through the gripping story of one particular murder – of an eighteen-year-old boy named Bryant Tennelle, gunned down one evening in spring for no apparent reason – and of its investigation by a brilliant, ferociously driven detective – a blond, surfer-turned-cop named John Skaggs – it reveals the true origins of such violence, explodes the myths surrounding policing and race and shows that the only way to reverse the cycle of violence is with justice.

There's a great book on ~roughly this topic - Ghettoside, by Jill Leovy. The thesis is that police in some cities (her work is in LA, but I lived in Chicago for a while and the idea transfers seamlessly) do an abysmal job of solving homicides.

That has all sorts of knock-on effects: people close to a murder victim lose the sense that the state will do something about their loss, so they take the matter into their own hands; people who commit homicide are a tiny minority but if they're not apprehended, they can keep committing homicides, which makes a broader society feel less safe; people sense that the state, their city, their neighbors, etc don't care about them because if the homicide was of someone in a richer neighborhood, it would be more likely to be solved; etc. Been a while since I read it so I'm forgetting a lot.

I think this goes some way towards explaining why people in neighborhoods where lots of violent crime is committed have such ambivalent feelings about the police - they are at once underpoliced (police don't solve major crimes in their neighborhood) and overpoliced (police bust people for all kinds of small-time stuff, which has devastating long-term consequences).

At the same time as all of the above, it's also true that it's basically never been safer to live in a big American city (ok ok, at least since like the 1960s - before then the picture gets significantly more complicated). So it's safer than ever, but big crimes don't get prosecuted or solved, unless they happen in the "right" neighborhoods. The solution therefore isn't more of the same police; maybe it's more policing but the policing itself needs to change.

I'd be curious what you think of "Ghettoside" - a book from the left that examines the claims implied by your linked comic about the nature of the suffering we are trying to prevent: https://www.vox.com/2016/8/26/12631962/ghettoside-jill-leovy...

The problems of appropriate policing in so-called "high crime" neighborhoods are well understood. Many academic studies, as well as popular non-fiction like Jill Leovy's Ghettoside and Chris Hayes' Colony in a Nation, have discussed the issue. To sum up the literature in a few sentences, the problem is that minority neighborhoods are both overpoliced and underpoliced. There are a lot of useless arrests for minor crimes like jaywalking which makes the residents of these neighborhoods hostile to the police. (These arrests are driven by the debunked theory of broken window policing.) Simultaneously, there's not enough effort put into solving serious crimes like murder. In this context, the actual effect of predictive policing is that it ends up doing more of the useless over-policing, which unfortunately makes these neighborhoods even worse.

So, how does this relate to your question? The point is that predictive policing is solving the wrong problem. What's needed are not more accurate neural nets predicting crime, but techniques for addressing the underly sociological factors that cause crime.

Taking a step back and speaking broadly, Cory's point is that the focus on data and quantitative analysis is causing problems in two ways: (i) people are using quantitative methods to solve the wrong problems, and (ii) they seem to be oblivious to (and in some cases actively hostile to acknowledging) the harms being perpetrated by their methods. Both of these problems seem to be driven by a lack of understanding of well understood (but non-quantitative) social science literature.

The book Ghettoside by Jill Leovy goes into that in quite a bit of detail. Her conclusion - yes, very much, with a strong overlap between community and extended family. An excellent book.
