Alex Schroeder writes a personal wiki-style blog on Emacs, Perl, Gopher and Gemini, self-hosting, and small-web software.
HN links it in threads about Gemini, Gopher, Emacs, and personal websites, and commenters mention his software and his page on blocked visitors.

Your ISP is probably renting out bandwidth and computing power to web scrapers with distributed IP addresses so I have no other option but block all their networks. A regular ban lasts for 1h. Repeated offenders are banned for a week. If the web scraping continues, so does the banning. You are probably an innocent victim of this arms race. If you have a static IP address, contact me and I can add you to an allow list.”

So many people make websites that basically look like they are from the 90's (though without all the animated GIFs haha), and use basic features without any strictly-modern stuff. These are just a few off the top of my head:

For Emacs users elpher.el is a good option. There are also some additional packages to help with authoring .gmi files either locally or over Titan.

You can find these in MELPA too.
It does have a Minimum Viable Product feel.

As far as custom issue trackers go, this one isn't too bad. You could suggest an improvement. If you know perl, you could even write your own extension to provide this functionality.
Gopher basically died once the web arrived, https came after that.
I did find this neat post though about using an encrypted data type for gopher data: https://alexschroeder.ch/wiki/2018-01-10_Encrypted_Gopher
Nic Ferrier has set up a cache for me. If all goes well, we should see results in a few hours.
